Headed by Dane vonBreichenruchardt, the USBOR helped initiate interest in bringing a Second Amendment law suit against the District of Columbia and subsequently designed the legal standing strategy that resulted in preserving the landmark case, District of Columbia v. Heller.

The Supreme Court held in Heller that the Second Amendment protects individual American's right to keep and bear arms, including for use in self-defense and against tyranny.

Despite the favorable Supreme Court decision in Heller, the USBOR recognized the lack of full compliance by the DC government in that ruling. vonBreichenruchardt has steered a second Heller case back into the courts to fight for the full implementation of the first decision and to assure that District residents enjoy the full protection of the Second Amendment. Although the DC government has partially complied with some issues listed in the Heller II  filings we still have a long way to go to gain full compliance with Heller ruling.

The USBOR continues to work on a wide variety of legal and legislative iniatives supporting the Constitutional rights and freedoms of Americans, including numerous Second Amendment cases where the right of American's to own, carry and buy arms are being infringed.

The work of the USBOR started in 1993 when Dane vonBreichenruchardt and Dick Heller met and began developing their strategy to pursue a Second Amendment case in the District. The USBOR was formally organized in 1996.
